The Regional Assembly is similar to the World Assembly. Proposals are passed, then sent to be voted on by members.
HOW A PROPOSAL MAKES IT TO VOTING:
The Judge and the 2 Congress Members can approve (or not approve) proposals.
If the Judge AND Both Congress Members say Yes, then it is sent on to the vote. If the Judge AND One Congress Member say Yes, then it is sent on to the vote. If the Judge AND Zero Congress Members say Yes, then it will NOT be passed.
If the Judge DOES NOT say Yes, but BOTH Congress members do, then it will be left up to the WA Delegate. If the Judge DOES NOT say Yes, and 1 OR 0 Congress members do, then it will NOT be passed.
The Founder, Delegate, Judge, and Congress can still vote on proposals after they are passed.
